Yours may be right where you are with the same company. Why don't you pick the most promising of "superiors" that you can get to and propose a training program for these new hires that know nothing. If you work out a good training plan and demonstrate that you can run a good program, emphasize how valuable it would be to the company to have better trained personnel, etc., they just might create a job for you.
