I worked for the government some years ago and in a situation similar to the one you're considering. In my case I wanted to move out of my current work section (of some years) into a different section, which better fit my skills

No go, to move to a new work section (and, I assume, this applies to departments) the section head at both the new *and* old sections must agree to the move. So if your current boss wants to keep you, then you aint goin' anywhere. After 2+ years of trying to change sections I solved my problem by getting a private sector job.

Don't take the lesser job in an other department, you may wind up in a catch-22 situation with no way out but to leave gov work.
