Recently they have decided that when the utility bills arrive (which are in my wife's name), that they are going to take it upon themselves and open the mail so THEY can browse the bills. This upsets my wife pretty badly, and she has asked them to stop. They are more than welcome to browse the bills to see what they owe, but only after she has opened it. So my question is, IS IT a Federal Offense for them to open our mail that is addressed to us? Even though they live in the same house?
