But remember that if you do go to his boss, they will probably side with him and not you. It is sad, but it's true. This is the business world. If I were you, I would document everything, and I mean everything that he says and does. This way, if you do decide to go to his boss and you are ultimately terminated you have some legal recourse. Or you can just ignore him or tell him that you do not feel comfortable in writing someone up, and if he feels so strongly about it that he should submit the write up himself. I hope this helps.
